INFRASTRUCTURE INVESTMENT SECTORS

Sustainable Infrastructure Allocation Framework

The WLT Global Green Bond Programme defines a sector classification framework for capital allocation across core sustainable infrastructure sectors aligned with the global energy transition, infrastructure resilience, and long-term economic development.

Sector classification operates within the programme architecture and enables disciplined thematic capital deployment across programme issuance series.

SECTOR ALLOCATION APPROACH

Infrastructure capital allocation is governed under the WLT Sustainable Finance Framework.

Sector classification supports:

  • alignment with long-term infrastructure investment trends
  • consistency of capital allocation across programme series
  • sustainability eligibility assessment
  • structured allocation and impact reporting

Sectors form the basis for thematic capital deployment across programme issuances and are applied consistently across programme lifecycles.

Sector classification does not constitute eligibility.
Eligibility is determined through documented, evidence-based assessment in accordance with the WLT Sustainable Finance Framework.

CORE INFRASTRUCTURE SECTORS

Grid Infrastructure & Electrification

Electricity transmission and distribution networks supporting grid modernisation, electrification, and integration of renewable energy systems.

Investment scope includes transmission infrastructure, distribution networks, grid interconnections, and system enhancement infrastructure supporting electrified economies.

Renewable Energy & Energy Storage

Renewable electricity generation and grid-scale energy storage systems supporting low-carbon power supply.

Investment scope includes solar, wind, and other eligible renewable energy sources, together with energy storage infrastructure supporting grid stability and system balancing.

Water Infrastructure & Climate Resilience

Water infrastructure systems supporting water security, resource management, and climate resilience.

Investment scope includes water treatment facilities, distribution systems, wastewater management infrastructure, and resilience-oriented systems addressing climate-related risk.

Rail Infrastructure & Electrified Transport

Electrified rail systems and sustainable transport infrastructure supporting low-carbon mobility.

Investment scope includes passenger and freight rail networks, electrification systems, and associated sustainable transport infrastructure.

Energy Efficiency & Low-Carbon Buildings

Energy-efficient infrastructure within the built environment supporting reduced energy consumption and lower emissions intensity.

Investment scope includes building retrofits, energy management systems, and infrastructure improving energy performance across residential, commercial, and public buildings.

SECTOR SYSTEM FRAMEWORK

The sector classification framework operates as a structured allocation system within the programme architecture.

Infrastructure sectors are linked to eligibility assessment, allocation controls, reporting structures, and evidence systems within a unified governance environment.

Infrastructure Sectors → Eligibility Assessment → Allocation Control → Reporting & Disclosure → Evidence & Verification

INTEGRATION WITHIN PROGRAMME ARCHITECTURE

Sector classification operates within the multi-series programme structure of the WLT Global Green Bond Programme.

Each programme series aligns with one or more defined sectors, subject to eligibility criteria, enabling:

  • thematic structuring of programme issuances
  • targeted capital allocation across infrastructure segments
  • consistency in sustainability eligibility and reporting
  • scalability across multiple infrastructure financing series

ALIGNMENT WITH STRUCTURAL INFRASTRUCTURE DRIVERS

The defined sectors reflect long-duration structural drivers shaping global infrastructure investment, including:

  • energy system decarbonisation
  • expansion and modernisation of electricity networks
  • development of sustainable transport systems
  • increasing demand for water infrastructure and climate resilience
  • improvement of energy efficiency across the built environment

These sectors represent core areas of sustained institutional capital deployment across global infrastructure markets.

GOVERNANCE AND ELIGIBILITY

Sector eligibility is governed under the WLT Sustainable Finance Framework, which establishes:

  • sector-level eligibility criteria
  • sustainability screening and classification methodology
  • allocation controls and governance procedures
  • reporting standards and impact measurement principles

Eligibility determinations are documented and maintained within governance-controlled records supporting audit traceability and independent review.

INSTITUTIONAL DOCUMENTATION

Supporting documentation relating to sector eligibility, classification methodology, and allocation governance is maintained within the programme documentation framework.

Navigation is organised through the WLT Verification Navigation Sheet (WLT-GOV-NAV-000) and related governance records.

INSTITUTIONAL ACCESS
