A controlled institutional interface through which authorised parties review governance frameworks, programme documentation, supporting evidence, and related records maintained within the WLT Capital System.

POSITION

The Institutional Access Room provides authorised parties with structured access to the following materials within an approved scope:

  • governance frameworks;
  • programme architecture;
  • eligibility methodologies and assessment systems;
  • supporting evidence and controlled records; and
  • legal and compliance materials.

The Institutional Access Room is not a public document repository.

PURPOSE

The Institutional Access Room enables authorised institutional and professional parties to conduct structured review of the WLT Capital System within a defined access scope.

It supports:

  • institutional due diligence;
  • institutional investment and risk review;
  • legal and compliance review;
  • independent verification and external review; and
  • governance and evidentiary assessment.

Access does not establish approval, endorsement, participation, or transaction status.

ACCESS PRINCIPLE

Institutional access is authorised, scope-defined, and governance-controlled.

Access to controlled materials is granted only to qualified institutional and professional parties for an approved review purpose.

The approved access scope reflects the review context and the governing confidentiality, legal, regulatory, and disclosure requirements.

Submission of an access request does not create access rights.

DOCUMENTATION SCOPE

Within the approved access scope, the Institutional Access Room provides access to the following documentation categories.

GOVERNANCE & CONTROL

Governance frameworks, authority structures, oversight arrangements, controlled procedures, and supporting governance records.

PROGRAMME ARCHITECTURE

Programme frameworks, Programme Series structures, lifecycle governance materials, and supporting programme-level documentation.

ELIGIBILITY & METHODOLOGY

Eligibility methodologies, governing criteria and thresholds, assessment procedures, classification frameworks, and supporting eligibility documentation.

RISK & DUE DILIGENCE

Environmental and social risk controls, due-diligence procedures, mitigation and escalation requirements, exclusion controls, and supporting risk documentation.

EVIDENCE & DETERMINATIONS

Supporting evidence, eligibility determinations, approval records, decision documentation, and controlled evidentiary records.

ALLOCATION & REPORTING

Proceeds-management controls, allocation and reconciliation frameworks, reporting procedures, and supporting allocation and reporting records.

EXTERNAL REVIEW & STATUS

Independent verification materials, certification records, Second-Party Opinions, status registers, and other external-review evidence.

ELIGIBLE INSTITUTIONAL PARTIES

Institutional access is available to qualified institutional and professional parties, including:

  • institutional investors and asset managers;
  • banks and other financial institutions;
  • asset owners, project sponsors, and infrastructure operators;
  • public authorities and institutional programme participants;
  • pension funds and sovereign wealth funds;
  • auditors and professional services firms;
  • legal counsel;
  • verification, certification, and external-review providers; and
  • trustees, custodians, and other authorised agents.

Access eligibility is determined through institutional qualification and alignment with the defined review purpose. Eligibility does not create an entitlement to any particular materials.

GOVERNANCE CONDITIONS

Access to controlled materials is governed by:

  • institutional qualification;
  • an approved review purpose and defined access scope;
  • confidentiality obligations;
  • legal, regulatory, and disclosure requirements; and
  • continuing compliance with the conditions under which access was granted.

The governing authority controls access and may restrict, modify, suspend, or withdraw it in accordance with the applicable confidentiality, legal, regulatory, and disclosure requirements.

All materials remain subject to their classification, use restrictions, document-control requirements, and disclosure conditions.

STATUS & EXTERNAL-REVIEW EVIDENCE

Current verification, certification, external-review, and issuance status for the WLT Global Green Bond Programme is maintained through the Certification Status Register.

Independent verification reports, Second-Party Opinions, certification records, and other external-review materials approved for public disclosure are published through the Register.

Non-public supporting documentation and evidence are accessed through the Institutional Access Room within an approved review scope.
