PROGRAMME POSITION
The Programme operates as a persistent programme-level institutional environment within the WLT Capital System.
It establishes the common conditions under which designated Programme Series:
- are established;
- are assessed;
- are governed;
- are supported by controlled evidence and documentation;
- progress through defined approval pathways; and
- advance toward institutional allocation readiness and transaction-specific execution readiness.
The Programme architecture precedes transaction execution and remains distinct from transaction-specific execution mechanics.
Transaction-specific documentation implements and supplements the conditions established by the Programme architecture. It does not amend or override the Programme architecture outside the governing approval and material-change process.
STRUCTURE & CONTINUITY
The Programme maintains a common institutional architecture across all designated Programme Series.
Individual Programme Series progress through their respective lifecycle stages while remaining governed by the common programme-level architecture and their applicable Series-specific requirements.
This architecture establishes:
- structural continuity;
- consistent governance;
- controlled documentation;
- evidentiary traceability;
- lifecycle oversight; and
- repeatable development across successive Programme Series.
Programme-level, Series-specific, and transaction-specific requirements retain their defined scope and application within the common architecture.
The Programme operates as a continuing institutional environment rather than a sequence of disconnected financing transactions.

Together, these components govern Programme formation, Series progression, sustainability eligibility, evidence, structural admission, institutional allocation readiness, external-review readiness and status, issuance governance, reporting, and continuing lifecycle oversight within a common institutional operating environment.
Each component retains its defined function, scope, authority, and governance requirements within the Programme architecture.
PROGRAMME LIFECYCLE
The Programme operates through defined lifecycle stages controlling the progression of Programme Series and financing activity.
The Programme lifecycle includes:
- Programme design and maintenance;
- Series designation and activation;
- eligibility, risk, evidence, and governance assessment;
- structural admission;
- independent external review;
- institutional allocation-readiness determination;
- issuance preparation and transaction-specific approvals;
- issuance;
- proceeds allocation and reconciliation;
- allocation and environmental impact reporting;
- continuing eligibility and lifecycle oversight; and
- material-change review and governance escalation.
External review operates at framework, Programme, Series, or transaction level according to its defined scope. External-review outcomes are incorporated into the applicable governance and progression determinations.
Each Programme Series progresses through the lifecycle stages governing its structure, status, financing activity, and external-review requirements.
Progression is controlled, documented, and evidenced. Each Programme Series remains at its defined lifecycle stage until all requirements governing further progression have been satisfied.
PROGRAMME STATUS
The Programme operates in a pre-issuance configuration.
The programme-level architecture, governance controls, eligibility frameworks, evidentiary requirements, and controlled documentation are established and maintained.
Individual Programme Series progress separately through their applicable governance and lifecycle stages, including verification, certification, external review, and issuance, while remaining subject to the common Programme architecture.
The Certification Status Register is the authoritative WLT programme-level governance record of current independent verification, certification, Second-Party Opinion, issuance, and other material status across the Programme.

INSTITUTIONAL ACCESS
Controlled Programme documentation, supporting evidence, governance records, and related institutional materials are maintained within the Programme’s institutional access environment.
Access is governed by defined requirements relating to institutional or professional capacity, review purpose and scope, confidentiality, disclosure, and formal approval.
Authorised institutional and professional parties submit access requests through the Institutional Access Room.
