Institutional Systems for Green and Sustainable Finance

WLT establishes a programme-level institutional capital architecture through which organisations develop, govern, maintain, and scale green and sustainable finance programmes.

Rather than building governance around individual financing transactions, WLT establishes the structural, governance, evidence, and control environment required for programme operation, institutional allocation readiness, and lifecycle oversight.

The result is not a transaction-specific arrangement.

WLT PROGRAMME GOVERNANCE ROLE

WLT establishes and maintains the programme-level governance architecture of the WLT Global Green Bond Programme.


This architecture governs programme-level eligibility, evidence, controls, and lifecycle oversight. It establishes the institutional foundation for independent verification, certification, other external review, and green bond issuance by the relevant issuing entities.


Within this architecture, Programme Series are established, governed, documented, maintained, and advanced through the applicable stages of their lifecycle.

WLT is responsible for programme-level governance integrity, eligibility governance, evidentiary traceability, controlled documentation, lifecycle continuity, and external-review readiness.

Where issuance occurs, the relevant securities are issued by the applicable issuing entities. Transaction documentation and execution are undertaken by the relevant authorised parties in accordance with the applicable legal, regulatory, Programme, and transaction requirements.

WHY IT MATTERS

Project eligibility alone does not determine institutional allocation.

Institutional allocation requires a defensible governance environment capable of demonstrating:

  • how eligibility was determined;
  • how risks were assessed;
  • who holds decision and approval authority;
  • what evidence supports each determination;
  • how allocation is authorised and controlled; and
  • how continuing oversight is maintained.

The WLT Capital System establishes this environment at programme level.
