POSITION

Sector Eligibility Mapping defines the binding classification logic through which assets are assessed against sectorspecific eligibility criteria within the WLT Global Green Bond Programme.

It establishes exclusively:

  • how eligibility is determined
  • how sector classification is validated
  • how sustainability criteria are applied
  • how assets are admitted or excluded

Eligibility is not interpretative.
It is determined exclusively through the defined mapping system and classification conditions.

CORE PRINCIPLE

Eligibility is not assigned.
It is derived through classification, evidence, and governance validation.

Sector classification initiates eligibility assessment.
Eligibility determines admissibility.

No asset is recognised as eligible unless all of the following conditions are satisfied:

  • sector alignment
  • criteria satisfaction
  • evidentiary support
  • formal governance validation

MAPPING STRUCTURE

Eligibility is determined through a controlled and sequential mapping system:

1. Sector Classification

Asset is assigned to a defined Infrastructure Investment Sector

2. SubSector Identification

Asset is classified within a defined subcategory

3. Eligibility Criteria Application

Sectorspecific criteria are applied

4. Threshold Evaluation

Performance and sustainability thresholds are assessed

5. Risk Screening

Environmental and social risks are evaluated

6. Evidence Formation

All determinations are documented and supported through structured evidentiary records

7. Governance Validation

Eligibility is formally approved or rejected

No stage may be omitted.
Progression is conditional upon completion of all prior stages.

THRESHOLD AND TAXONOMY ALIGNMENT

Eligibility criteria are structured in alignment with recognised institutional frameworks, including:

  • Green Bond Principles
  • Climate Bonds Taxonomy
  • recognised sustainability classification systems

Thresholds are:

  • sector specific
  • performance based
  • evidence supported
  • subject to independent verification

Eligibility cannot be established without threshold validation.

RISK SCREENING INTEGRATION

Risk screening operates as a mandatory condition of eligibility.

Assets are subject to:

  • environmental impact assessment
  • social risk evaluation
  • exclusion screening

Assets failing risk criteria are excluded and do not proceed within the programme environment.

EVIDENCE REQUIREMENTS

All eligibility determinations must be supported by structured evidentiary records.

Evidence must be:

  • verifiable
  • traceable
  • reproducible
  • auditable

No eligibility determination exists without documented evidence.

GOVERNANCE VALIDATION

Eligibility is confirmed exclusively through formal governance validation.

Validation:

  • confirms compliance with all eligibility conditions
  • establishes classification integrity
  • determines admissibility within the programme

Governance validation is exercised under defined governance authority and is final within the framework.

It is not subject to override without full revalidation under the same conditions.

Assets without governance validation are not recognised as eligible within the programme.

VERIFICATION READINESS

Sector Eligibility Mapping forms part of the programme verification perimeter.

All determinations are:

  • structured for independent verification
  • reviewable by external parties
  • aligned with recognised verification protocols

This system supports:

  • external assurance

Capital is not recognised within the system outside these conditions.
